In recent years, adolescents involved in juvenile courts have received long-overdue attention. Iowa's recent progress in services to juvenile offenders or children in need of assistance as they transition into independent living is encouraging. This article describes the characteristics of foster care youth and juvenile offenders, services available to both groups, comparisons between the groups, as well as progress and proposed improvements in services.
